1. THE RIGHT TO USE ONE'S LANGUAGE AND ALPHABET enables the citizens, the members of national minorities to address the state, provincial and local organs in their language and alphabet. Beside that, the process of realisation and protection of the rights, duties and responsibilities of the citizens; making the inventory; issuing the documents; marking of the towns and other geographical names and squares and streets; naming the organs, organisations and firms; making public announcements and information, all this is done in languages and alphabet of national minorities.
In the Autonomous Province of Vojvodina the Statute grants the official use of Hungarian, Slovakian, Romanian and Ruthenian along with Serbian language.
 
Hungarian language and alphabet is in the official use in 29 municipalities and in the town of Novi Sad, Slovakian language and alphabet in 14 municipalities and Novi Sad, Romanian in 10 municipalities and Ruthenian in 4 municipalities and Novi Sad.

2. THE RIGHT TO EDUCATION IN ONE'S LANGUAGE grants the education in all levels in their language to the members of national minorities.
In the districts where it is not possible to organize the curriculum in the languages of the national minorities, the students-members of national minorities can learn their mother tongue and culture through additional classes.
Educational work with children under 7 is organized in languages of national minorities. In this way children are getting prepared to the education in their mother tongue.

Primary schools
Curriculum in native tongue in primary schools is organized this way:
-for Hungarian nationality pupils in 118 schools in 29 municipalities
-for Slovakian nationality pupils in 19 schools in 12 municipalities
-for Romanian nationality pupils in 32 schools in 9 municipalities
-for Ruthenian nationality pupils in three schools in three municipalities.
 
High-schools
Curriculum in native tongue in high-schools is organized this way:
-for Hungarian nationality students in 28 schools in 12 municipalities
-for Slovakian nationality students in two schools in two municipalities
-for Romanian nationality students in two schools in two municipalities
-for Ruthenian nationality students in one school.
 
Faculties and colleges
Curriculum in mother tongue is organized this way:
-for Hungarian nationality students in three colleges and five faculties
-foe Slovakian nationality students in two faculties
-for Romanian nationality students in one college and two faculties
-for Ruthenian nationality students in two faculties.

3. THE RIGHT TO BE INFORMED IN ONE'S LANGUAGE is carried out through publishing of the newspaper and periodicals of various content and through radio and TV programmes broadcasting.
It is the duty of the Vojvodina's parliament to take care of the media in languages of national minorities. One daily and one weekly paper in Hungarian and one weekly in Slovakian, Romanian and Ruthenian is financially backed from the Vojvodina`s budget.
Radio programme:
-in Hungarian is broadcast by Radio Television of Serbia - Radio Novi Sad (24 hours daily) and 13 local radio stations
-in Slovakian is broadcast by RTS - Radio Novi Sad (7 hours daily) and 7 local radio stations
-in Romanian is broadcast by RTS - Radio Novi Sad (7 hours daily) and 4 local radio stations
-in Ruthenian is broadcast by RTS - Radio Novi Sad (about 4,5 hours daily) and 3 local radio stations
 
Radio Television of Serbia - Television Novi Sad is daily broadcasting programme in Hungarian, Slovakian, Romanian and Ruthenian.
A local TV station in Subotica is broadcasting its own programme in Hungarian.

4. THE RIGHT AND FREEDOM TO EXPRESS ONE'S NATIONAL CULTURE enables the members of national minorities and ethnic groups to preserve cultural heritage, traditional values and development in all spheres of artistic work.
In the libraries in Vojvodina there is a great number of books in languages of national minorities. Separate publishers publish about 150 books in language of national minorities yearly. The Serbian Institute for textbooks publishes about 50,000 textbooks, intensive reading books and companions in languages of national minorities.
There are professional theatres in Hungarian, and in other minorities languages there are semi-professional or amateur theatres.
A rich collection of national minorities cultural objects are kept and exhibited in museums and archives.
Many festivals of theatrical, musical and other cultural work of the national minorities are being held in Vojvodina each year.

Cultural and artistic amateurism is very developed. More than 80 cultural and artistic associations gather the members of the Hungarian nationality, and there are many cultural associations of the members of Slovakian, Romanian, Ruthenian and other minorities and ethnic groups.

Cultural institutions and organizations of national minorities maintain constant cooperation with similar institutions in their native countries.

COUNCIL
 
The Executive Council of Vojvodina has founded the Council which deals with the issues of the rights of the national minorities and ethnic groups which includes members of Hungarian, Slovak, Romanian and Ruthenian national minority and members of Ukrainian, Czech and Romany ethnic community. This Council is the working body of the Vojvodina Executive Council in which the members of the national minorities and ethnic groups - experts in law sciences, education, information and culture suggest to the state authorities how to resolve certain matters in this field.
